Title: Relating to creating the criminal offense of possession of an animal by a person who has been previously convicted of an offense involving animal cruelty.
Bill Summary: A person commits an offense if the person: (1) possesses or exercises control over an animal or resides in a household in which an animal is present; and (2) has been previously convicted of an offense. No registry or requirements on businesses.

Title: Relates to codifying animal cruelty laws under the penal law; makes conforming technical changes.
Bill Summary: There is a lot in this bill including ceates crimes related to animal fighting, overdriving, outdoor sheltering, vehicular confinement, abandonment, poisoning, etc. Creates standards for outdoor shelters. Prohibits cage dryers for grooming with a fine of $250-$500. Prohibits the sale of baby chicks or rabbits. Any cutting of dog ears must be done by a vet and under anesthetic. Any possession of a dog must be reported within 10 days or it is larceny. This needs an exemption… A person is guilty of stealing a companion animal when he or she: (a) removes or causes to be removed the collar, identification tag or any other identification by which the owner may be ascertained from any dog, cat or any other companion animal, as defined in subdivision (e) of section 280.00 of this article.

APG Notes: A person is guilty of removing, seizing or transporting a dog for research purposes when he or she removes, seizes or transports or causes to remove, seize or transport any dog which belongs to or is licensed to another for the purpose of sale, barter or to give away said dog to a laboratory, hospital, research institute, medical school or any agency or organization engaged in research activity, without the express written permission of the owner or licensee.
Title: Modifies provisions relating to protection orders, including protective orders for household pets
Bill Summary: Under this act, adult protection orders and child protection orders, full or ex parte, may be granted to restrain or enjoin an individual from committing or threatening to commit abuse against a pet. A protection order may include an order of custody of the pet where appropriate, as well as any funds needed to cover the medical costs resulting from abuse of the pet. “Pet” is defined in this act as a living creature maintained by a household member for companionship and not for commercial purposes.
